This IC is the DM7490AN (74LS90 equivalent) BCD Decade Counter. Its internal design combines JK flip-flops and NAND gate. The circuit of this post is configured to count from 0 to 9 in BCD (Binary-Coded Decimal), shown through the 🟢 🟢 🟢 🟢 LEDs.
